Default Question about a manco indy go kart

Found this manco go kart on offerup and was wondering if it was worth the money? It's going to be first go kart and it's either between buying this or making one from scratch. I thought this would be a cheaper starting point where I can upgrade/fix down the road. He's wanting 650 for it. Any opinions help alot.

not really no..
in good shape 200'ish I'd say;
surely NOT 650

the true Honda makes it a bit more expensive if it starts first pull and runs strong...
say 250, but that's it.
