Default Old kart identification

As mentioned in my build off thread, I picked up (2) karts last year, and I am curious to know what brand/model this one might be. Any ideas? Also ,shown below is a single wheel that came off of it. What would the name or style of this wheel be called? Thanks for any and all input.
