Do a wet/dry compression test to see if the cylinder is worn. Make sure your governor is working properly, it controls engine speed. See if the exhaust port is restricted. If it has a fuel filter, change it. Make sure your torque converter is working properly, the variator weights could be worn and not rolling out correctly. Check for flat spots on them.
