The "round hollow cylinder" you speak of is a bead seater; it holds the centre of the tyre in so the beads will sit firmly on the rim.

No, you don't need to use one, it just makes the job a bit easier. Simply remove the valve centre before inflating & you should be ok. Be careful not to damage the beads as you mount the new tyres.

The 0.1 difference in the width should make no differenc at all; think about it, that's 1/10th of an inch...
