A vanguard might be tricky to get a hold of parts for...but if you can this is what you should do.

Things to do, in the order they should be done.
Exhaust system: straight pipe it.
Governor delete & New billet rods and flywheel(should go as a combo or risk blowing the motor)
Intake system: new carb/bigger jet, airfilter, etc.
Add a a big lobed cam.
new better spark plug
High compression head...or shave the head/thinner gasket(and usually a change in spark timing)
Port and polish intake and exhaust.
Better valves and rockers.

Past this, I think you just need to get a bigger/better motor.
