You can get you some 'BEAD SEALER'(looks like black glue, like liquid tire) and that may do a better job at 'gluing' the tire to the rim and do both sides all the way around the rim.. Worth a try but you better make sure those two halves are WELDED together and not spot welded or bolted together. You have to make sure there's a weld bead all the way around the wheel where they come together. I still doubt it will work or that it should be done.

Problem is you are disturbing the bead of the tire with low tire pressure and tire movement, especially with torque applied.
