You could try to weld it up...maybe...but the fluids have leaked out :( and you would not have any shock. only (possibly) a linear sliding rod.

yes some sanding would be good. in fact all the rust should be sanded off. And prepping the material before welding will help some, clean off paint and rust before welding together.
