Check out Uni pod filters, they have them on ebay, amazon etc. many sizes, clamp on relatively cheap. you will need to make/buy an adapter to use one with your tecumseh though.

Just a suggestion, run somewhere around a 1:1 ratio between motor and axle, those things are geared like a slug! Mine was geared 13:1. Obviously check gearing first, but i'd imagine yours is similar.
