You're just guessing the brake mean effective pressure there though. I'd say 3.6HP at 3600rpm is something near right (maybe a little optimistic) but at 6000rpm a Victa will be well and truly running...

That's just a bare motor, on top of that you still need to get a carby, air filter, wiring loom, CDI, regulator, coil, ignition lead, switches, exhaust ect.
