I put a Lifan 125 road bike on the sons go kart and it flies. **** thing has water cooling and battery with leccy start and charging so was a bit of a mare to wire and construct but worth it.

That engine has gear position indicator and have put display in little dash along with horn...

EBay has always been a friend when buying tyres (tires) for my go karts and even the car in the past.
Go for ride on mower stuff it's generally better made and are made from rubber instead of play...

If you are stripping the engine why not let a decent welding shop build up the end sort of parallel and machine it back to your required size.
A good welder shouldn't put too much heat in the shaft...

Oh didn't know these motors were imported to the states. In its original bike form the engine was out of a Lifan Samurai.

Most of the old lister and petter diesels have a screw in throttle adjusting something on the pump.
This would be hard to make into any sort of throttle control on the kart.

For the batteries you could try the racing car type sealed batteries that give a good high current output and should be easily charged.
That motor looks the dogs though.

Being a low cycle motor they are constructed using far thicker wire than the operating voltage suggests...

There should be plenty of power and will take less current.
