Scrub Brake Help!

I just got an old Sears Roebuck mini bike frame (Runabout Design) from a friend who had it in his barn, and it has a scrub brake (pedal brake) on it. It has no pad or anything and I was wondering where I could get the parts or if I would just have to get a whole new brake system :(

I've always seen scrub brakes not use a pad. If you wanted, you could cut up an up tire and attach it to the scrubber with some recessed bolts. Just don't let the bolts rip up the good new tire.
