I was going to build a go-kart but couldn't find a way to get the engines power to the wheel because the sprocket would sit on the outside of the wheel because i'm using the rear wheel off a scooter with the band brake on one side and the sprocket on the other. also i don't have any tools for putting the sprocket o the same side as the brake. Does anyone have any ideas??

What's stopping you from simply removing the sproket or the break from one side and mounting it on the other? You can make a hub that will work if you have the machinery.

Combine the sprocket and brake.

What do you have to weld? All you need is a hub. You can mount the drive sproket and the brake drum onto the hub. If you needed (assuming fixed axle) a mount for the brake band you could just tap and bolt something onto the axle wherever you needed it.
